Lieutenant Colonel Fobair was living in Oxnard, CA when he entered the service and was a member of the 836th Air Division.
On July 24, 1965, he was the pilot of a McDonnell Douglas Phantom II Fighter (F-4C) on a mission 40 miles east-northeast of Hanoi, Vinh Phu Province, North Vietnam when he was shot down.
His remains were recovered on January 16, 1998 and identified on January 25, 2001.
His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
